New York (CNN) -- A federal appeals court in New York on Thursday became the nation's second to deem the Defense of Marriage Act unconstitutional.
The divisive Clinton-era law was passed in 1996 and bars federal recognition of same-sex marriages and says states cannot be forced to recognize such marriages from other states.
The court determined that the federal law violates the Constitution's equal protection clause. A federal appeals court in Boston made a similar ruling in May, but the moves are considered largely symbolic as the issue is expected to be eventually decided by the U.S. Supreme Court.
In February, the Obama administration ordered the Justice Department to stop defending the constitutionality of the law.
Currently, Massachusetts, Connecticut, Iowa, Vermont, New Hampshire, New York and the District of Columbia issue marriage licenses to same-sex couples.
Maryland, Washington, Maine and Minnesota are voting on the issue in November referendums.
Five states -- Delaware, Hawaii, Illinois, New Jersey and Rhode Island -- currently allow civil unions that provide rights similar to marriage.

I normally wait for a month at the least because the more often you relax your hair, the more damaged it will get.

NO! Don't! The chemicals that they use are very very harsh. It isn't like a hair cut that you can 'touch up'. When I had my hair relaxed last summer I had to have a bunch cut off because the ends got damaged. I strongly advise you do NOT do this to your hair. If you want really short damaged hair, this is the route to take. Talk to your stylist. I'm sure he/she will advise you to do the same thing

Most people wait 6 to 8 weeks before another one. Do not, I repeat, DO NOT get another relaxer. That will break all your hair off because it's over processed. You can use a flat iron to smooth it out if you wish.

You should try to wait, but if you grows that fast maybe you should try going to a professional stylist so you would not cost any damage to your already processed hair. Relaxing to fast sometimes causes overlapping, thats when you reprocess already relaxed hair. You should try stretching your time by blowing out your roots with a blow dryer followed by a flat iron this should hold your process up for at least a week if doone properly. Good Luck! i say dont do it unless u do a touch up i say it could be just ur hair is just getting fizzed from the humidity.

The best measure of when to relax your hair is to measure the amount of new growth you have. How often you get a touch up depends on your growth rate and texture. I have heard it's best to touch up when you have atleast half of an inch of new growth or every six to eight weeks.
