Now fully commissioned as Proxy Director of the GOTT, Éclair begins to make sweeping, and shocking, policy changes. Not the least of which is a new army of Éclair and Lumiere clones! But as Éclair tightens her grip on the GOTT, one of the clones begins to doubt her mission.

Brookfield - As many as eight people have been shot in or near the Azana Salon & Spa on N. Moorland Road in Brookfield, across the street from the Brookfield Square Mall.

The shooter, described as African-American, 6-1 and 270 pounds, appears to still be at large.

Four people are in the Froedtert Hospital emergency room being evaluated, and none are in critical condition, hospital officials said. Three more victims are expected to be transported from the scene, according to Carolyn Bellin, chief public relations officer for the hospital.

Numerous sheriffs department and security vehicles are actively patrolling the Milwaukee County Medical Center Complex and grounds near Froedtert. Officers are stationed at all main entrances to the facility.

David Gosh of West Allis, his father John, and a friend, Ben Luedke, were returning from duck hunting when they saw a woman run out into Moorland Road screaming into traffic.

"She ran right out into the street was pounding on cars," Gosh said.

A short time later, Gosh said, a large African-American man with a handgun ran out and appeared to be chasing the girl. However, at that moment, police started showing up and when the gunman saw them, he ran back into the building - or perhaps into the woods behind the building, where Westmoor Country Club is located.

"He was the shooter," Gosh said. "He was looking for an escape route."

Gosh and his father were fairly certain he returned to the building because they thought they saw him appear at an upstairs window and pull a shade down. However, scanner traffic indicated he may have left in a black 2003 Mazda. He reportedly was dressed in military fatigues.

Gosh's father, John, saw two women come out of the building who had been shot. They were bloody, he said; one appeared to be shot in the leg and the other appeared to have been shot in the back.

Police officers told Gosh that at least eight people had been shot.

As of 12:30 p.m., at least 16 emergency vehicles were staged in the mall parking lot near the Boston Store department store, at the corner of Moorland and Blue Mound Road. Tactical officers are swarming the area.

Jurisdictions assisting in the effort included Wauwatosa, Town of Lisbon, Waukesha, Hales Corners, West Allis, Elm Grove, Town of Waukesha, Sussex, and Menomonee Falls.

Moorland Road is closed between I-94 and W. Blue Mound Road. Brookfield Square Mall has been shut down to new customers, but those inside are being allowed to leave and directed away from where emergency vehicles are gathered when they leave the parking lot.

Several cars with people arrived at Froedtert Hospital's emergency room, including one car with two young women who said they worked at the spa, but were not there this morning.

A bystander in the east parking lot of Brookfield Square, identified as Christopher Pfeiffer, 47, of Brookfield, said he was coming from church at Spring Creek church in Pewaukee when he pulled into the Barnes & Noble bookstore and saw a young girl running in the aisles of the parking lot. It's not known if it was the same woman as Gosh saw.

"She was screaming, yelling, crying hysterical. She was pleading for help," said Pfeiffer said. "She kept saying, 'My mother was shot.' And she mentioned that there was a gunman. She ran into the bookstore and I followed her. But I watched her from afar."

Then he said law enforcement descended on Azana. The man said the young woman was barefoot; he assumed she was a patron at the spa.

Another man, Paul Moll, 64, of Milwaukee, was having lunch at the Red Robin Restaurant and said he just saw police car descend on the scene. He said he noticed someone was wheeled out of the spa building in a chair. He said he heard there was an active shooter inside.

Just after noon, a Flight for Life helicopter could be seen at Brookfield Square. Police and fire units from New Berlin, Waukesha, Town of Lisbon and others were on the scene.

The shooting scene is less than a mile from the Sheraton Hotel near I-94. On March 12, 2005, seven people were killed and four wounded when Terry Michael Ratzmann opened fire at a Living Church of God service at the hotel. Ratzmann, a 44-year-old computer technician, then committed suicide.

Question by Shane: Does the "one dog policy" of China have exceptions like "one child policy"? For example can someone raise a second dog for personal consumption or selling it to dog restaurant chain? Have one dog as pet while the other for family dinner? Best answer for Does the "one dog policy" of China have exceptions like "one child policy"?:

Answer by Clear Lee
Not all Chinese eat dogs, if you really have the pity for dogs, you should know the equality of people in spite of different habbits.

Answer by Pete
Like Clear Lee said, not all Chinese people eat dogs. Many actually don't like the idea. They think of dogs as pets, companions. But I also read stories of people who catch and/or raise dogs for the food markets. Some actually have dogs as pets. They reckon that there are two classes of dog - pet and food. Strange outlook for a "classless society." @Meow Zedong - Did you notice that the article says "According to statistics from the municipal public security bureau, there are about 100,000 dog attack incidents each year. In 2009, nearly 140,000 cases of dog-inflicted wounds were reported." And that's just for the city of Shanghai!!! I think people should quit buying dogs and adopt sweet gentle cats, like you. ;-)

Answer by Meow Zedong
Yes, according to the Chinadaily, if the female dog has more than one puppies, the others will be taken away and sent to government approved adoption agency. Rather than let government take the puppies away, the owner has a choice to make extra money by selling the puppies to restaurants or cook new food for dinner. If the dog understands English commands, it is free from the policy. If the dog only understand Chinese commands, then it is assumed to be a Chinese citizen dog, therefore it will follow the one dog policy. If the dog understands Japanese commands, it might get tortured, just what Chinese government wants. If the dog doesn't understand any commands, it will be ready in 20 minutes.

There is no dog restraurant in China.

The one dog policy is not in effect, yet. I live in southwestern China and have seen people with 2 or 3 dogs. While it is true most only have one, it is to have more. Just a few months ago I saw a man with 3 rotties! As for eating, a certain dog is bred for that--it's not just any dog off the street,
