Question by Pairah Normel: How does the "1 child policy" work in China? Does that mean that women who get pregnant who already have a child HAVE to get an abortion? In 1979, China instituted the one child policy, limiting couples to just one child. During the early days of this program, they simply aborted the second child, no matter which month of pregnancy it was. "There is not a word strong enough to describe the brutality of a late-term abortion. Doctors would "induce premature labor," says Chi An, who is a trained nurse. "Then, after the cervix had dilated and the crown of the baby's head was exposed, he would inject pure formaldehyde into the fetal brain through the fontanel, or soft spot." If the cervix did not dilate fully, the doctor would "reach in with forceps and crush the baby's skull" (Mosher, 255). China's one child policy is often misunderstood in western countries, so I am glad that your question provides an opportunity to explain what it is and how it works. The one child policy was instituted 30 years ago as a humanitarian response to China's over-population problem. Too many people versus limited resources is the core issue. Like every other country, China only has so much land, water, food, and natural resources. There are 1,330,000,000 people living in China and they all need water, food, housing, education, jobs, advancement opportunity, and a myriad of other requirements. Any large increase to the existing population would prevent economic and social stability for China's people. The one child policy has the following features: * The policy only applies to registered urban families. Rural families and protected minorities (Tibetans, Uyghurs, and others) may have more than 1 child. * Couples may have 1 child every 10 years. Couples having more than 1 child within a 10 year period are subject to social disincentives. * Multiple births (twins, triplets, etc) are exempt from the policy. * Parents whose first child is physically handicapped, mentally handicapped, or dies may have a second child. * Waivers of the policy are selectively granted for hardship cases, such as adoption of a deceased relative's orphan. * A limited number of municipalities will switch to a 2 child policy within the next few years. Shanghai is the most prominent locale making this change.

They are allowed to have the child. If it breaks the one child policy then they will have to pay fines. The fines are calculated on a number of things. The ethnic group of the parents. Are both parents single childern. The number of children in the family. The years of when the children where born. The total number of births for the year in that area. Are their other factors, ie first born is a girl, died, or disable.

You keep the 2nd child, but you pay a fine. The fine used to be some 700 dolars in the 90s, but now in cities like Beijing, it can be as high as 30 thousand dolars, the lesser the average salary in your city, the lesser you pay. If you live outside a city, you can have 2 children. If your first child is disabled or died or has mental illness, you can have 2 children. If you give birth to a twin, you don't pay anything. If you're Tibetan, or Uighur, or Miao, or Mongol, or anyone of the 55 local ethnics other than Han, you can have as many children as your culture suggests. Recently, the government is studying the proposal to let a family have 2 children if both the parents were single child.

Chicago police have discovered a field of marijuana plants spanning the equivalent of two football fields -- a crop that has an estimated street value of $ 7 million to $ 10 million, CBS Chicago reported.
Officials found the field on the city's South Side during a helicopter operation Tuesday.
Cook County Sheriff's Deputy Edward Graney said he was flying in a police helicopter after a training exercise when he spotted "five rows of plants, straight line configuration."
"It didn't look normal for wild growth," he said.
Huge marijuana field found in Chicago
The field, containing more than 1,500 cannabis plants, some as tall as Christmas trees, was set back about 100 yards from the street and was hidden by wild flowers.
Police also found evidence of a camp, and officials said the tarp, sleeping bag, soda bottles and Cheetos wrappers at the site indicated someone may have been guarding the field.
The Department of Streets and Sanitation cut down the plants early Wednesday. The police department's Bomb and Arson Unit was tasked with destroying them.
A city truck driver told CBS Radio station WBBM that he called police after spotting a man running from the area while the helicopter was overhead, but no arrests have been made in connection with the field. Officials are using DNA testing to try to find the person who was watching over the plants.
