SAN FRANCISCO (AP) â€" State leaders â€" and drivers â€" hope to see gasoline prices drop soon, now that California officials have approved the release of "winter-blend" fuel that is expected to help bolster the state's supplies.

State air pollution regulators say California's air quality isn't expected to get worse after the governor ordered the release of a dirtier blend of gasoline to help slash record-high pump prices.

The California Air Resources Board issued a regulatory advisory a day earlier after Gov. Jerry Brown ordered it to allow so-called "winter-blend" gasoline to be sold in California earlier than usual to increase supply.

AAA said the average price for a gallon of regular gasoline in California hit $ 4.671 Tuesday â€" the highest price in the nation and an all-time high for the Golden State. Analysts said the spike has been driven by refinery disruptions and corrosion issues in an important pipeline.

"This action is necessary to address the extreme and unusual fuel supply circumstance," said the board's advisory allowing the use of the more polluting fuel. "(It) is necessary for the immediate preservation of the public peace, health and safety or general welfare."

California usually converts to the gas on Oct. 31. The fuel evaporates in heat more quickly than summer-blends, so sends more pollutants into the environment, especially in warm weather.

Gil Duran, a spokesman for Brown, said the governor looked at all the options available, particularly scientists' prediction that such a change would not have a significant effect on the environment, and "when he learned this could increase the supply by 8 to 10 percent, it just made sense."

Sunday's action was the first time since 2005 â€" when gas supplies were affected by refinery disruptions in the wake of Hurricane Katrina â€" that the air board has approved early conversion to winter-gas blends.

Officials said it could take days before prices fall, depending on how quickly refineries can get the winter-blend fuel to market.

"The gasoline market moves on news, and this is clearly good news in terms of supply, because it should be able to increase supply immediately," said Alison apRoberts, a spokeswoman with the California Energy Commission.

The third day of record-setting prices at the pump has also prompted calls for a federal investigation.

Sen. Barbara Boxer, D-Calif., on Monday asked the Department of Justice's oil and gas price fraud working group to look into whether maintenance issues at refineries were being used as an excuse to drive up energy prices.

Boxer's request came a day after Sen. Dianne Feinstein, D-Calif., called on the Federal Trade Commission to investigate, saying residents need to be protected from "malicious trading schemes."

Winter-blend gas typically isn't sold until November, when cooler temperatures allow for its use while maintaining federal and state air quality standards. Few refineries outside the state are currently making summer-blend gas, putting the pressure on already-taxed California manufacturers.

Still, the air board said it believed that changing over a few weeks earlier than normal would not push California's air pollution beyond normal levels for this time of year.

Question by Gretel Mullen: How do you sign "Have a nice day" in ASL? I work at a grocery store and there is a deaf man who comes in regularly. It's very hard to communicate with him. I at least want to know how to sign "Have a nice day" to him. I already learned how to sign "How are you?" but I can't find an instructional video anywhere on how to sign have a nice day. Can someone please point me in the direction to such a video? Or at least an in depth instruction on how to sign this. Thanks so much in advance. In ASL, we do not Sign exactly what you say in English. English and ASL are two VERY different languages. ASL is not just Signs + English. You don't just go to an ASL dictionary, pull-out correlating Signs, and exchange them for English words-- using English word order and grammar. ASL has its own system of grammar that one must learn and use. ASL is a very complex language. It takes many years of study to learn it. But we all start at the beginning, so welcome aboard! Just because you say "have" a nice day in English does not mean that you Sign HAVE. The Sign HAVE is mainly used to express possession. (Though many people will use it incorrectly; this is a Hearing influence.) More likely, we would say ENJOY DAY or GOOD DAY or HAPPY DAY. You will find all of these Signs on this website, listed alphabetically: http://lifeprint.com/ Deafs normally don't use Hearing expressions like, "Have a nice day". ASL has its own expressions. When we are departing, Deafs usually say, "See you later." (Sign SEE while moving it toward the person a tiny bit + LATER. The YOU is kind of morphed out-- implied by the forward motion. [Hard to explain, easy to demonstrate.]) Instead of "How are you?", it would make more sense to use a statement, "NICE + SEE + YOU". (If you lead with a question, he knows that you could not understand his Signed reply. So it becomes a "stopper". It throws you both into conversational limbo. Newbies should avoid questions.) Be sure to start your journey with learning the ASL alphabet. That way, you can ask your "friend" about Signs that you want to know. For reliable ASL information, go to http://lifeprint.com/. This teacher is a brilliant Deaf man who has a PhD in linguistics. He teaches less Signs, in quantity, but he teaches how to use them properly-- according to ASL syntax. (If you want to know about ASL, ask Deaf people! After all, Deafs invented the language!) He has free virtual classes that you can take. There are many other sites, of course, but I cannot endorse any of them as what they teach is not really ASL but some version of signing + English. That is not what Deaf adults do. You can find a great many Signs at http://aslpro.com/ , but keep in mind that that is only a dictionary; it's not a teaching programme. They don't teach you how to use Signs properly. Too, they have a heavy Texas dialect that is not acceptable in other areas. (Many of their Signs are not grammatically correct.) Some of what you will find on any site is regional. You must always get local Deaf-adult approval for every Sign that you want to use.
